A seasoned tax practitioner whose experience spans 37 years, of varied tax administration experience. Since 1984 Max has lived and breathed tax, rising through the ranks in the then Department of Taxes (now Zimbabwe Revenue Authority – ZIMRA) to become Head of the Legal Department responsible for amongst other roles the formulation of tax legislation, modernisation of transfer pricing legislation, drafting and negotiation of double taxation agreements and tax treaties.

Notable achievements during his illustrious career spanning 37 years include inter alia, appointment to the Chairmanship of the SADC Tax Agreement Working Group charged with the drafting of the SADC Model Double Taxation Convention, adopted by the SADC Council of Minister of Finance.
